I agree, all the technology in the car is a little old, but the first thing I would do was to make sure the fun stuff worked. I'd be tooling around spraying oil and laying tacks everywhere I go. In the description, it mentions the turrets, but doesn't mention if they are connected to anything.
My favorite part about this car is the modified airbag storage compartment.

I guess if it didn't you could always just point the gun turret and ask the inspector to please rethink his decision, lol.

Fortunately in California, you just need to pass smog.
