The fuse is installed do I have to get the dealer to program a chip or something?
Does anyone have a wiring diaram for the drl install?

the US models are not configured for DRLs. It is more than just a fuse. I believe there are relays, wiring and switches also involved just to name a few things.

There is no wiring or relay for the DRLs inthe US. You can get a aftermarket unit and install it but you need to hook it up after the headlight relay as the dimmer switch is a neg grounding type so the DRLs will work ether the lows or highs whatever way the dimmer switch is set to. I have installed the factory fog lights and found it easier to hook up the DRLs to the fogs. I bought a GM universal DRL kit from the GM parts Dept at around $40 and hooked it up and it works great. Fogs on during the day.
