that doesnt seem want to come off. Any good products out there that I could use that will get this off the hood of my car without ruining the finish? I used a hose to try and get this off, took the car for a car wash, and its still on it. I have no clue what it is.

Try tar remover - then put a good coat of wax on it.

I don't know from experience, but some say a product called "Goo Gone" works well and does not harm the paint.

I would use a good paint cleaner. I think McGuire's makes one. These cleaners are usually tough enough to remove your stains but will not harm your finish. You should be able to find this at a car parts store like CarQuest, Auto Zone, Advance Auto or NAPA.

Try and lift the stain first, don't go near any polishes or waxes, because like a water spot, you will only wind up polishing it into the finish below the surface. If the Goo Gone doesn't do anything, then on a very soft cloth try a little bit of non-acetone fingernail polish remover, NON-ACETONE being the operative word! There is also a Clear Coat Rubbing Compound, but do not attempt that unless you throughly read the instructions to the letter. Then once you've lifted the stain, then immediately apply polish to bring back the luster.
