At fueleconomy.gov:

http://www.fueleconomy.gov/feg/findacar.htm

The page indicates that for each trim/drivetrain combination, there are *two* different emission standards for the Element, LEV and BIN 5. After navigating down to the trim/drivetrain of interest, you will find that each one indicates two different pollution scores (LEV=6/10, BIN 5=8/10) in the chart. However, the Lable ID for both scores is the same, suggesting to me that this is the same vehicle in both rows. [Also, elsewhere, I've read that the Element is a LEV-2 vehicle.]

Is BIN 5 a different model of the car, or does that score represent a special subclass of emissions (e.g. certain gases, not all of them) that are handled with an 8/10 rating vs. some of the other gases that are handled at a 6/10 rating?

These relate to standards adopted for the 2004 model year. "LEV2" is a California specification, "Bin 5" is a U.S. EPA spec. They happen to be the same numbers.

I can't explain the "6/10" and "8/10". Must be related to differences in the testing cycles.
