Is a 17 X 8" rim too wide for a 225/65/17 tire?

Maybe...maybe not. What does the tire manufacturer recomend?

8" should be ok, but it will vary w/ tire types and brands. I looked up the Cooper CS4 (http://www.coopertire.com/html/products/specs.aspx?page=cs4_touring_t&LanguageId=1&tiretype=P&sorttype=P) and the recomended width is 6"-8." (I used the Cooper site 'cause I'm used to their website)

Nah I think it will be ok. People have been calling me up asking about tire sizes that will fit on my 18x8 rims and a few reputable sites are coming up with "225/xx/R18" sizes.

The offset will not effect the way the tire fits on a rim.

...but you bring up an important point, because the offset is important to how that rim & tire assembly fits on the vehicle!
