Not in the colloquial.

You make a good case, but in this instance, "near" is used as an adjective to describe the type of miss ("miss" being a noun here). It was not a far miss, but a near one. "Near" used in this manner would project the same meaning as "close". "Nearly" in your example is used as an adverb, modifying the verb "missed". You could substitute "almost" for "nearly". So, if you came in close proximity to another vehicle, it would be proper to say it was a near miss, because you nearly hit the other vehicle.
