It's the hydraulics. For less than the price of a rebuild kit and the labor to rebuild it you can buy a new master cylinder and replace it yourself.

The problem with bigger wheels is that they make the brake rotors look teensy-weensy. Not a good look in my opinion. Big wheels only look good if that are filled with big rotors like this:
