So on my 2005 E the air conditioning kinda works only when the car is moving and the condenser in front of the radiator is smashed from bugs and debris Wtf? Design flaw? What should I Do.....

a/c works all the time, even sitting idling in a parking lot. If the radiator is covered in bugs, then use a hose and brush to clean it.

design flaw? no radiator is blocked 100%, but most are blocked more than the Element. Many people have come up with their own version of a bug/rock protector. You can do some searches and see what people have done.

And if the fins are smashed too badly, you can find various "combs" made for the purpose of more or less straightening them back out again.

your a/c comp is going out or has gone out, its not working in other words.

If not blowing cold when stopped, the radiator fans may not be working. They should be on at all times if the A/C is on.
