DOC file size limitations

Not with the truck, but with size limit on doc files. why is the limit so small on these but WAY bigger on others? i tried like 6 times to upload a doc that had a pillar removal instructions for the side curtian equipped element and finally had to make it a pdf to be able to upload it.
