2010 Element AWD LX....replaced the parking brake shoes, springs & pins hardware etc. w/ OEM Honda parts, all friction points greased as they should be. At first , before pulling the drivers-side rotor with the old pads, it was dragging & would not spin freely without a good deal of force. When reassembling I backed the brake handle nut off to loosen tension, the star nut is fully closed, but the new rotor binds exactly the same as the old rotor/shoes on that side. The passenger side works as it should with no issues with the same hardware installed. I even disassembled the problem side and reassembled to see if maybe the cross bar wasn't seating right. The inside of the new rotor shows a wear spot after spinning as does the very outside edge of the front facing shoe. Also tried shifting the shoe assembly around as you know it can move a bit in it's position to center, no improvement

Any ideas? bad cable?
