So my 03 E doesn't blow hot air to my feet when I set on the dial ??

The blower works just fine but it seems like opening and shutting of the feet mode is not happening .

So all other modes work but when I want to direct it to my feet ( or feet and defrost ) no air flow is going down there ... but does go everywhere else when other selection are chosen ...

In my 08 E the flow of air to the feet is also low. It is better on the passenger side than the driver’s side. We have a similar issue with in my wife’s CRV. I am wondering if it is a design issue. I am glad we are not in really cold country.

On my 03 some of the heat also comes out of the left and right upper vents. So if you close them off then more heat will come out at your feet.

Sounds like an air valve actuator motor isn't working. You may need to have it checked out by a competent tech. Or if you're handy, get a service manual, which has step-by-step diagnostics and repair procedures.
