My right view mirror's "base" broke. Since english is not my native language and car parts are not really on my vocabulary, it's become surprisingly difficult to find the one part that broke.

For the whole mirror replacement its about $200 at the H dealer, but I don't want to do that. The actual mirror and it's mechanisms are untouched. the part that holds the mirror "package" is the one i need to replace. By "package" i mean the part that holds the mirror and it's moving parts inside.

I tried hondaautomotiveparts.com but i still can't identify the part. I think it's called the garnish, but im not sure.

If anyone can help, it would be greatly appreciated.

Ok I just noticed i could attach a file... The image really helps.
Again, what is this circled part called?/Where can i get it?

Unfortunately, what you are looking for does not appear to be available as a separate part. You must buy the entire mirror assembly shown as #1 and #6. The only parts available separately from within the full assembly are the actuators (motors) and mirrors.

The "garnish" is an interior piece, referenced as #5 or #8 in your illustration.
