Alright... My 03 E is at about 104k and has no issues at all. I am diligent in changing his oil and filter every 3k eventhough the schedule says 5k. I am the Original Owner and he is mostly Dealer Maintained.
Now my question is...
When should the Spark Plugs be replaced? The manual says 110k but if there are no issues should they be?

Following your line of logic which is probably better to error on the safe side and get the oil changed more frequently (highly debatable on here) why not follow that same thought process on 4 spark plugs (at probably $20 a piece).

I would get them done at 110K and follow Mother Honda's schedule.

I had the original iridem spark plugs in my corolla for 220k with no problems. Had to change the platnum plugs in my mercedes at 105k.
If that helps.
Also you are changing your oil too much. Wasting money and resources.

Replaced mine at 86k. I change the oil/filter every 5-7k and havnt had any real problems. Even though the engine was starting and running great, I noticed it wasnt quite as smooth as about 50k ago.
Pulled to stock NGK IR's and noticed they had a "rusty" look to them and the
top end was noticably worn.
Got a set of Autolite XP5224 Iridiums at Car Quest (Renton WA) for $6.71/ea.,
carefully dabbed anti-sieze on the threads and...voila...back to new smooth
running engine. At now 103k, very satisfied.

Just got back from the dealer.
They want $299 for Valve Adjustment, Tune Up (Plugs) and Oil Change. Basically its their 110k service.
Anyway to get this done cheaper??
