I think it means the tire position in relation to the spokes of the wheel.
Or
The spokes are not centered in the tire part of the rim.

What is the advantage or is it a matter of looks.

Does offset give you a 'wider stance'?
Does that improve cornering?

It refers to how the wheel rim is positioned in relation to the axle hub/wheel mounting surface....how far out a wheel sticks, how close the tire is to the frame & suspension, how much stress is put on suspension components, etc.

That was what I thought it meant. Didn't see anything like that on the tire site.

Here in IL tires may not extend outside the fenders although I see a lot of them on the street. Don't think I've ever seen anyone cited for it.

Seems like it would throw a lot of mud and stones onto the sheetmetal (re: Plastic).

must have gotten changed by the Forum software to send you to another site. The Tirerack wheel tech has a good explanation of wheel terms and why they are important. Unfortunately you will have to copy and paste it into your browser to look at it. If you click on it you will be redirected to the Autoguide.com site. Sorry about that.
