Time/post requirements for private messaging?

I am a plus member, and want to send a private message to a prospective seller in the market place but I'm not given the opportunity 'You have insufficient privileges to reply here.' , no opportunity to start a conversation, no 'message' button associated with the avatar. I couldn't find a specific response re: time/post requirements.

ideas? thx

The plus membership does NOT eliminate the posting requirements. Sorry, the staff does not have control of the plus membership stuff.
Posting and time requirements have been set since before 2006. These rules were set far before I was the admin. The rules are at the link in my signature, number 6 (I think). This is a sticky at the top of the trading post forum.
