Clearing P0507 code makes it run great but problem repeats

Idle speed surges badly and car bucks when I let off the gas. Clearing the code makes it run great and bucking stops for a little while. Mechanic replaced IAC Valve and did the relearning procedure, but problem continues to reoccur. Mechanic wants to replace the AC Compressor (AC is not working), and says the problems are connected. I am trying to make sure this is the problem before spending that kind of money.

Just clearing the code without correcting the problem allows the code to keep returning. P0507 Idle control system RPM higher than expected. Possible Causes
A vacuum/intake leak (Most common)
Faulty/Stuck EGR (Exhaust Gas Recirculation)
Faulty PCV valve (Positive Crankcase Ventilation)
Faulty/Damaged/Dirty Throttle body

I am having the same issue with a repeating P0507 code. I haven't found any vacuum leaks. I have cleaned the throttle body, replaced the throttle body gasket, replaced the idle air control valve and gasket, replaced the PCV valve. I cleaned the EGR passages in the intake manifold. I don't think the Element has an actual EGR valve.
I read through your list of things to do to fix this problem and have a few questions:
1. Where is the EVAP vent valve?
2. What are the basic settings/reset adaptions of the throttle body?
3. Can you explain how a faulty power steering switch would cause this particular code?
Any information you can share with me will be greatly appreciated as I am getting quite frustrated with figuring this problem out.
My Element is a 2005 EX, with a manual transmission.
The symptoms are occasionally a "hunting" idle and the car lurching when the the throttle is let up on (more noticeable at lower speeds). The lurching has noticeably improved since replacing the PCV valve. It still occasionally "hunts" for idle, usually after being driven for awhile, not when engine is cold.

A little late to the party, but what worked for me is reset the computer (pull neg battery cable), hold rpms at 3k until engine is warm and fan comes on, then idle for about 10 minutes. The same issue started happening with me when I cleaned the throttle body. Aparently when you clean it you need to reset something because the plates you clean change position slightly. Anyway. Hope you already fixed your problem and didn't spend a lot of money.
