Your biggest issue is going to be water getting out of the bowl from bumps in the road and turns. If you can solve that issue, rigging up an upside down bottle with a hose coming out of it into the bottom of the bowl shouldn't be a problem.

It's gonna drip every time you hit a bump.
That little ball at the end will jump up just a bit and let water come out.

Interesting, but honestly I've found it to be much easier on everyone to actually control the intake of water. Not only is there no chance of 'spillage' there's less chance of , well, 'spillage' if you catch my drift...

Seriously, stash some water bottles (I tend to carry 8 to 10 at a time - but that's a lot more than most would ever need) in the E at all times, put a small plastic container with a lid in the E. Then when you stop and get the dog(s) out for a bit, give the dogs some water and then make sure they 'expel' said water prior to starting back on the road.

I just can't phantom the thought of a dog having full access to water when in the E, it seems that one would be fighting the mess - one way or the other...
